These ratings do work. Horses going off at 3/1 or under who were not "A" rated won only 24% of their races, returning 78 cents on the dollar. That return is as bad as betting purely at random.
Horses going off at 3/1 or under who were "A" rated won 38% of their races, returning 95 cents on the dollar.
(This comparison uses a sample size of 1,300 horses running in the last 6 months.)
