A wheel-all beats a win bet.

Which is pretty interesting, if you think over the implications...
When there's a horse under 2-1, every other horse in the race is bet against a 30% takeout.
(By the way, Brisnet's prime system is no help at all in determining which low-odds horses are likely to win.)
